The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of conflicting incidents captured the harsh reality of the current period. By day, political struggles are fought: optimistic declarations are released from different nations. Significant resources is allocated on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from across the border, a capacity afforded by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.

Moments later, Kyiv's missile defense activated: multiple launches fired to intercept a incoming threat. This was a sophisticated defense system at work, most likely supplied through partner states. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly transforms into grim resignation: maybe the approaching threat won't cause damage this time, sparing the city from catastrophe and further power outages.

Persistent Threats

Soon after, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and heating outages in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a reliance that European nations are clearly incapable to replace in the short term.

Unsuccessful Negotiations

The comprehensive proposal from US administration sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new initiative from US leadership unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, no doubt, persist.

Strategic Calculations

It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a premise well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is unfeasible to force Russia to abandon the areas that it currently occupies in Ukraine's south or east.

The issue is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through statements or actions, from believing that the current condition will not evolve additionally in its favour in the near future.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but preventing a total frontline collapse until conditions improve in its advantage.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, individual motivations are coming into play: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a only one week to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
